HOA Legislation Signed

California Association of Realtors sponsored AB 2100 (Laird), "Homeowner Association Reserve Accounts," was signed into law this month. The existing law requires HOAs to provide their members a pro forma budget, but not how and when they will repair or replace major assets of the association. C.A.R. sponsored AB 2100 requires Homeowners Associations to adopt an assessment schedule of the dates and monies necessary to fund their reserve accounts.

Mobile Homes as an Alternative for Housing

Mobile Homes can be an alternative housing for Ventura County Residents. The new modular homes look, feel and live just like the much more expensive stick-built homes. You can't tell the difference once you are inside.
The mobile home parks in the area have useful amenities that a lot of house owners can't afford. They have a clubhouse for having a large party in, they have a pool and a Jacuzzi, some have playgrounds for the kids, some have pool table and/or ping-pong table, some have RV storage at a very reasonable rate.
Downside: You don't own the land - only the mobile home. You have to pay space rent on the space the mobile home sits on. Most of the older mobile homes require a 20% down payment.
Upside: You have your own space - no shared walls like in a condo or townhouse. Space rents in Ventura are under rent control and can only be raised a minimum amount annually. You get all the tax advantages on owning your own home.

Rates at 5 Month Low!

Last week's better than expected reading on the Consumer Price Index helped to lower rates to a 5 month low. Slow economic growth, coupled with the Fed pausing rate hikes has helped to bring fixed rate mortgage rates down. Fixed rates have fallen nearly half of a percentage point since the end of June. Looking to refinance? Now might be a good time.

Fed Leaves Rates Alone!

The Feds decided to suspend interest rate hikes, maintaining the target for the federal funds rate at 5.25 percent. This is the first meeting in more than 2 years that did not result in an rate increase. A little bit of breathing room for those buyers in the market right now, not to mention those of you with adjustable rate mortgages. Ahhhhh.

"Economic growth has moderated from its quite strong pace earlier this year, partly reflecting a gradual cooling of the housing market and the lagged effects of increases in interest rates and energy prices," the Fed said in a prepared statement.

Harvard Study: Slowdown is Merely a Breather
